Elm County is a fictional county located in the State of Pennsylvania, in the fictional country of the Allied States of America. Founded on May 14th, 1861, the county is home to many tourist attractions which bring in thousands of tourists every year. The City of Franklin is the largest city in the county, and is the county seat.
