Description

Directive‑9 is a state-level emergency measure, authorized by the Government in response to escalating organized crime within Concord that surpassed normal law enforcement capabilities. Under it, a specialized team of carefully selected personnel, chosen specifically for their advanced combat proficiency and operational experience. The primary objective of D-9 is the neutralization of the threat within Concord that existing agencies are unable to suppress. The directive remains active until stability within Concord is restored, at which point the task force is dissolved.
