Description
The Imperial Court advised the Emperor in the dealings of the nation. The post of Grand Tutor, although given the highest civil status below the emperor, was not regularly occupied. The role was considered an honorary rather than substantive office. The Three Ducals are the Emperors closest advisors standing above the Nine Ministers. The Nine Ministers are high-ranking officals standing equally between each other.
