Many German states are forced to sign a secret agreement with Prussia in the event of France declaring war against Prussia. In late July 1870, with tensions high along the Rhine River Valley, France had declared war against Prussia. In a series of maneuvers that encircled two French armies, besieging one and forcing the other to surrender at Sedan, effectively ending the Second French Empire.
