[ Vermont Civil Defense ] The Vermont Civil Defense, known as VCD for short, is primarily tasked with the safe housing of civilians and protecting anyone who might need it. We are considered to be on the side of the Government and do not associate with the rebels or any other factions that are not on the side of the National Guard, and prefer not to fight any of them unless it really comes down to it.
