The Man who started this organization is unknown, but one thing i can say is our Founder before us wanted peace between Humans and Ghouls. He doesn't want innocent people getting involved in our battles with the CCG our founder followed the path of darkness his brother followed the path of light they then made a symbol of two dragons A Dragon Of Light and A Dragon Of darkness they wanted it to be a symbol of hope to people that believed in true peace. The CCG isn't Considered our enemy neither are Ghouls. Maybe You could be the one to lead us to True Peace.
