Başkanlık; deprem, yangın, sel, patlama, büyük trafik kazaları gibi olaylarda ilk müdahale ekiplerinin koordinasyonunu sağlar, arama-kurtarma, tıbbi yardım ve tahliye faaliyetlerini organize eder. Ayrıca, afetlere hazırlık çalışmaları yürütür, eğitim ve tatbikatlar planlar, gerekli ekipman ve personel desteğini sağlar.
