Operating under a constitutional monarchy, the Royal Government was headed by a Prime Minister and Council of Ministers and was responsible for administering the affairs of the Kingdom, implementing national policy, and representing the Lao state. The government developed from the administrative institutions of the former French protectorate and assumed responsibility for governing an independent Laos following the conclusion of the First Indochina War.
