Cohortes Urbanae "Exitus Acta Probat" The Cohortes Urbanae was first established by Emperor Augustus to counterballance the growing power of the Praetorian Guard. Eventually, they started acting as the main police force of the empire and kept the roman justice in check. Another one of their duties was to ensure that any Praetorian coup is met with force and put down.
