Founded in 1976, Site Excelsior's cover story is that it is an Administrative-Maximum Security Penitentiary allowing for the concealment of large amounts of material and personnel moving in and out. A diverse team of researchers, engineers, doctors, and security personnel operate and maintain the facility. Site Excelsior's mission is safeguarding public welfare by studying, containing, and protecting anomalous objects that may threaten the public.
