Description

The Epsilon Foundation is a corrupt organization that roams in the streets of "town" their headquaters is a giant building that also functions as a prison, they usally capture anybody they see and interrogate them, then lock them up. They have been acussed multiple times of capturing innocent people and the chairmans response has simply been "Nobody is innocent here, this city is corrupt.". Which also seems to be their moto.
