Description
The Chaos Insurgency Treaty Organization, officially the Treaty of Friendship, Cooperation and Mutual Assistance, commonly known as the CITO Pact, was a collective defense treaty signed by CI commanders between each others Chaos Insurgency Cells. The Chaos Insurgency Treaty Organization was created in reaction to large SCPF resistance during raids, but it is also considered to have been motivated by many CI Commander's desire to unite and take over the world.
