A premier Group of Interest, ICTO is dedicated to securing, studying, and containing anomalous phenomena that breach imperial norms. Operating from Vienna with branches in Budapest, Prague, and Lemberg, ICTO maintains strict neutrality—yet exercises imperial mandate when public stability is threatened. Agents operate under a rigid hierarchy, balancing scientific inquiry with martial discipline. Guided by the Emperor’s representative and supported by imperial bureaucracy, ICTO serves as both protector and investigator of the Empire’s arcane undercurrents. ─────────────────────────────────────────────────────────────
