Hello I am Labomba Co-Founder and Head Council Member. The Unitikian Empire conquers other empires and then they join our democratic empire. They will join our league of allies. We all follow this simple code, Once a group if conquered by The Unitikian Empire no part of the group changes accept any new move must be voted on by the Unitikian Empire Council. All council members are appointed by the group the represent. A new move is listed here, changes in diplomacy, Changes in the leader or SiC, and changes in what is considered a group fort.
