Description
The CCSI is an ultra-classified intelligence agency operating under the Combine's Overwatch structure. Serving as the shadowy backbone of the Combine’s security apparatus, the CCSI specializes in intelligence gathering, counterintelligence, espionage, and both internal and external security operations. Their mandate is absolute: ensure the total information dominance of the Combine across all occupied territories. Unlike the more overtly present Overwatch forces, the CCSI functions in secrecy, manipulating events from behind the scenes. Its agents—often referred to in encrypted transmissions as “Operatives” or “Observers” —work outside standard Overwatch jurisdiction, answering only to the highest echelons of the Combine’s administrative hierarchy. Their presence is rarely acknowledged, even within the highest levels of Civil Protection and Overwatch Command.
