Description
By 1807, France had defeated Prussia in the War of the Fourth Coalition and asserted its control over Northwestern Germany. Napoleon would form the Grand Duchy of Berg and Kingdom of Westphalia from these territories, disenfranchising the rulers of the Electorate of Hesse-Cassel, Principality of Brunswick-Wolfenbüttel, Electorate of Brunswick-Lüneburg, and Duchy of Nassau-Oranien-Fulda. The new Westphalian state would be placed under the rulership of Jérôme Bonaparte, who would reign as Hieronymus I. As a client kingdom, the new state would erase the old feudal borders of its formerly divided regions. The king would place his court in Cassel and divide the country into departments following the French model. As a monarch, Jerome would revitalize Westphalia's relevance in the German world, being the first in the Confederation of the Rhine to enact a modern constitution and centralize the administration. However, the general poverty of the population, compounded by Jerome's expenditure.
