Shadow Company has a framework and agenda all of their own. Shadow Company's existence is often kept secret from many specific target cells, for good reason too. Shadow Company seeks results by operating outside of standard international boundaries that many countries would deem unlawful and unethical, however, this would help acquire more victories than losses.
