20 сентября 1991 года Верховная Рада Украины приняла постановление "о создании Службы национальной безопасности Украины". Этим же постановлением был упразднен Комитет государственной безопасности Украинской ССР 1992 года Верховная Рада приняла закон "О Службе безопасности Украины", позднее-также законы Украины "О контрразведывательной деятельности", "Об оперативно-розыскной деятельности", "Об организационно-правовых основах борьбы с организованной преступностью", "о государственной тайне", "о борьбе с коррупцией", "о служебном флаге органа, подразделения, учебного заведения службы безопасности Украины", закон "О Службе безопасности Украины" определяет приоритетные функции СБУ
