USDAR is funded under a Congressional black budget and receives the highest anonymity regarding security clearances and surveillance. Due to the content USDAR stores and researches, only the top echelon of government personnel and scientists are admitted. Sites are established across the conterminous United States and the state of Alaska and maintain various classes of entities. Supersites are established solely in the state of Alaska and contain entities from all classes.
