Helios Bureau of General Operations is a bureau of staff who don't yet specialize in one specific skill, such as Science or Medical, etc. This bureau is the first one that a member of Helios Industries can apply for, without this they are not allowed to go into any other bureau, to simplify it, this bureau allows you to get a taster of most divisions. You don't have to advance from General Operations if you don't want to. You can remain in General Operations for as long as you like.
