Description
The Phoenix Program is run by the Superhero Dispatch Network where ex-supervillains sign up to help out SDN subscribers. At SDN, 8 former villains were chosen from those who signed up and placed on the Z-Team. However, owing to the team's less than welcoming approach to every dispatcher assigned to them, such as Flambae setting one dispatcher's car on fire, they tend to quit in droves. As a result of this and less than optimal results, the program is on the verge of being shutdown.
