Papy International has various testing facilities throughout the remote islands of the Pacific Ocean and has international business relations with a variety of shady global entities and government groups. Papy International was founded in Prague and after the rise of communism they were given the choice of either having the company dissolved or be able to continue their work under the new communist regime.
