The Hutt Cartel was a powerful criminal syndicate, or business alliance of Hutts. Aside from its criminal activity, the Hutt Cartel maintained a personal military consisting of both an army and a starfleet and even ruling over swathes of territories. It waged war with other syndicates and competed to control markets.
