When it was over the only land on the planet, that was above water, was America- which is now Panem. Panem included 13 districts, and the Capitol, which every district had a job. From fishing to farming, to hunting and more. It was a great place. Until a war was put in place. That war caused death upon millions. The President of Panem made a game.
