A long, long time ago.. when the bombs fell the remnants of the Chinese submarine, Shih-Huang-Ti, docked in San Francisco despite the radiation they established themselves in what was once Chinatown. Along the way they stripped their submarine of parts and made their base, The Steel Palace. Where our leader, The Emperor resides.
