At this time, The Imperial Cryowings are under default Phoenixian law in terms of permission to raid against Phoenix Imperial. However, fighting against Phoenix Imperial will hamper the speed of progression in the Imperial Cryowings, as well as eligibility to join Imperial Firewings once it is reactivated.
