Description

Nations turn to Blackwell when budgets fail, negotiations break down, or rapid mobilization is required. Guided by the secretive Council of Twelve, the Trust maintains embassies, strategic vaults, and archives of global agreements. Its influence is vast yet discreet; its neutrality unquestioned. To the public, Blackwell is a mysterious stabilizer. To governments, it is the banker of last resort and the arbiter of impossible agreements. Its doctrine remains simple: power is responsibility, not rule.
