ในสมัยรัชกาลที่ 1 เมืองพิษณุโลกเป็นหัวเมืองชั้นเอกยุทธศาสตร์สำคัญทางภาคเหนือที่อยู่ระหว่างการฟื้นฟูหลังบอบช้ำหนักจากศึกอะแซหวุ่นกี้ มีการรื้อกำแพงเมืองบางส่วนเพื่อความมั่นคงไม่ให้ข้าศึกใช้ตั้งมั่น และถูกใช้เป็นฐานบัญชาการรบหลักของกองทัพหลวงในสงครามเก้าทัพเพื่อขับไล่พม่าจนแตกพ่าย โดยมีพระพุทธชินราชที่รอดพ้นจากสงครามเป็นศูนย์รวมจิตใจช่วยรวบรวมราษฎรกลับมาตั้งถิ่นฐานและฟื้นฟูเศรษฐกิจการค้าลุ่มน้ำน่านให้กลับมาเจริญรุ่งเรืองอีกครั้ง
