The Aisaka Crime Family (Aisaka-kai) The Aisaka Family (Aisaka-kai) is a fictional yakuza organization whose roots lie in the docklands of Osaka, but whose rise to power is tied to its violent expansion into Japan’s Hokuriku region. Founded in the late 1940s by Yūkō Aisaka, the group began as a loose coalition of dockworkers, black-market traders, and war veterans operating along Osaka Bay. Like many postwar gangs, they thrived on labor disputes, smuggling, and protection rackets tied to port activity. Exiled from Osaka in the 1950s from a failed territorial dispute with a larger Osaka syndicate A core faction of loyal members relocated north to the Hokuriku region—particularly coastal cities along the Sea of Japan, known for harsh winters, declining industry, and limited police oversight compared to Kansai. The year is now 1963, Yakuza members and activity is at an all-time highest, with them positioned in the snowy coastal region of Hokuriku.
