The official state name is Russian, "Росси́йская импе́рия", transcription: Rossijskaja imperija, literally "Russian Empire". The question of the proclamation of Peter as Emperor of Russia was only concerned four days before the solemn separation on October 18, 1721 by the Most Holy Synod (the governing body of the Russian Orthodox Church). They decided to "bitten" Peter the title "Peter the Great, Father of the Fatherland and Emperor of All Russia". This decision was announced to the Senate on October 19.
