Traditionally referred to as the Stavka, it continues the legacy of wartime high command while operating as a permanent military council. Largely composed of experienced former White Army officers, the Council oversees strategic planning, mobilization, and overall defense policy. While modern in structure, it preserves the discipline, customs, and command traditions of earlier Siberian forces.
