The Naval Foreign Affairs (NFA). Forming alliances with other groups is their responsibility. When the Navy has to collaborate with other groups for joint operations, training exercises, or simply maintaining order, they are the first people they contact. They establish alliances and ensure that everyone is on the same page, acting as the Navy's welcoming face on the international scene. It's all about collaboration and teamwork, but on a global scale!
