When the first attacks started, the governments failed to take the necessary actions to combat the Interdimensional threats. As many died, the government did nothing but shoot, which let the anomalies grow more and more powerful. That's when the secretive organization, the Department of Interdimensional Anomaly Research and Combat was formed by a coalition of corporations funding the organization to Research and Combat the anomalies.
