Z.E.R.O | Department of Tactical Operations #945771285
Description
The Department of Tactical Operations was established to enforce Directive Z.E.R.O’s authority where negotiation and civil control were no longer sufficient. Its operatives secure hostile zones, respond to armed threats, and execute high-risk deployments to protect Black Ledger facilities. Through discipline, force readiness, and coordinated intervention, the DTO ensures order survives where instability remains active.
