Rather than being divided by branch, it is divided by a caste system. The highest authorities in the Covenant military are called the "Council of Masters", a collection of Shipmasters, Fleet Masters, Supreme Commanders, and Imperial Admirals. In times of great need, the High Prophets may also select someone to serve as "Arbiter", the commander-in-chief of the Covenant military, and the greatest honor achievable by the Sangheili.
