Overview The Office of the Chief Engineer (OTCE) is a premier Technical Staff unit at the General Headquarters of the Armed Forces of the Philippines (AFP). It serves as the primary advisory, planning, and policy-making body to the Chief of Staff, AFP (CSAFP) on all matters pertaining to military engineering. The OTCE does not directly command combat troops; rather, it provides the strategic blueprint, budget allocation, and operational directives that guide the engineering units across the Philippine Army, Navy, and Air Force. Mission To formulate policies, plans, and programs regarding military engineering, infrastructure development, real estate management, and environmental protection in order to support the overarching mission of the Armed Forces of the Philippines.
