The department is organized into Six administrative groups: Training Instructors, Licensed Drivers, High Ranks, Color Guard, Raiding Squad and The Baltimore Cops, and Professional Standards each led by a Deputy Chief. The TBC Officers divides the city, each with a Precinct Commander, given the rank of Inspector. TBC operates under a decentralized structure giving independence to each Officer. To manage crime and policing.
