IMPERIUM SACROSANCTUM Non iudicatur — It is not judged Origin When rebellions and disasters struck the Empire, the Senate and Emperor believed Rome had not angered men — but the gods. So they created a sacred authority outside all courts and offices to preserve divine favor. Thus was formed the Imperium Sacrosanctum, an institution granted sacrosanctitas: to oppose them is treason, to harm them is impiety, to judge them is forbidden. They answer only to the gods. Purpose They do not rule the Empire — they protect the right of the Empire to exist. They: safeguard divine favor investigate threats to Rome’s destiny legitimize rulers intervene when order collapses Where magistrates defend the state, the Sacrosanctum defends fate itself. Authority Their seal stops trials. Their word ends careers. No office outranks them — not even the Emperor commands them, only cooperates. They appear only when Rome is in danger. Creed Rome stands not by power, but by divine permission.
