Description
The Shikibu-shō (式部省), commonly translated as the Ministry of Ceremonial, was responsible for court protocol, education, and the regulation of official rank and appointments within the Ritsuryō system. Its core duties included overseeing state ceremonies and rituals, ensuring that court etiquette, dress codes, and formal procedures were correctly observed. It also managed the Bureau of Education (Daigaku-ryō), supervising the training and examination of officials in Confucian learning, which formed the intellectual foundation of government service. In addition, the Shikibu-shō played a key role in personnel administration, maintaining records of court ranks, evaluating officials, and recommending promotions.
