The council is made up of 12 seats, held by the Russian Mob, Sicilian Mafia, Yakuza, Triads, and other mafias. The High Table is considered the ultimate authority of the underworld and is feared and respected by all. They also have law enforcement, politicians, and bureaucrats worldwide in their payroll, making them virtually above the law.
