The Elizabeth County Office of Civil Defense (OCDE) was formally established in 1952 during the height of Cold War tensions, as part of a statewide initiative to prepare for potential nuclear attacks and large-scale emergencies. Initially headquartered in a reinforced underground facility beneath Little Horsted, the OCDE focused on civil preparedness, air raid coordination, and public shelter management. Throughout the 1960s and 70s, its role expanded to include disaster response planning, flood control, and coordination with federal agencies like the U.C. Emergency Directorate. In the modern era, the OCDE oversees county-wide emergency management, coordinating with municipal governments, the Mayflower National Guard, and federal partners during natural disasters, industrial accidents, and security incidents. It also manages public warning systems, evacuation protocols, and continuity-of-government operations for Elizabeth County and its townships.
