Description

The judicial branch was responsible for interpreting and applying the law, resolving disputes, and conducting criminal trials. In theory, it functioned as an independent authority. In practice, during the 1990s, it operated under strong executive control. The highest judicial body was the Court of Cassation, which served as the final court of appeal for civil and criminal cases. Judges at this level acted as what are commonly called justices, reviewing lower court decisions for legal errors rather than retrying facts.
