If two groups have a disagreement regarding a question of morality (e.g. one country arguing for the execution of the liberation front while another argues for their capture), the Department of Integrity must settle the debate. If they are unable to come to a conclusion, a definitive decision can be made by the General Assembly and Security Council during formal GHO proceedings. The department also focuses on managing conflict: with certain departmental personnel specializing in conflict resolution.
