Description
By winter 1986, Maine’s state government had transformed into a war cabinet. The Secretary of State oversaw emergency decrees and ration cards, keeping what remained of civil law intact. The Maine Emergency Disaster Management Agency directed evacuations and coordinated with the Guard to funnel survivors north to Bangor and Augusta Safe Zones. The Department of Health and Human Services fought a losing battle against infection, turning schools into triage wards and enforcing brutal quarantine zones. The Department of Public Safety armed state troopers as frontline defenders, manning checkpoints and enforcing curfews alongside Guard units. Even Foreign Relations, once ceremonial, became vital for Support from other States as southern Maine fell. From the sandbagged State House in Augusta, the governor and a cabinet ruled under martial law, their battered agencies the last framework of order holding back collapse as the dead pressed ever northward.
