Description

The O5 Council, or Overseer Council, is the Foundation's highest authority: a secretive group of thirteen individuals overseeing all major operations and possessing the deepest knowledge of anomalies. Operating at Clearance Level 5, they rarely intervene in day-to-day operations, but hold ultimate decision-making power on containment, funding, task force deployment, and anomaly classification. Their identities remain hidden even from most senior staff.
