Description
Spain, at the end of the first Carlist war, experienced serious public security problems in rural areas. Major looting is organized by armed bands in the numerous farms and villages that then counted Spain. The new government, aware of the gravity of the situation, decided to create a security force specializing in maintaining order. The Minister of the Interior, General Narvaez, very keen on order, created by decree of public security on January 26, 1844 a rural police force whose regulations were directly inspired by those in force in the French gendarmerie. Police and military force, the civil guard will depend, at the level of organization, discipline, senior management and equipment of the army; it will be from its creation in the service of the State and not of a party (as was the case of the militias created by the liberals after the War of Independence). The objectives to be set for this institution therefore correspond to the concerns of the authorities.
